It focuses on economic costs of congestion and financial aspects of traffic restrictions to improve traffic situation in large cities centers with reference to a model established in London from February 2003. It also focuses on numeration advantages resulting from introduction of these limitations including externalities. It further compares estimates of costs of congestion and appreciates savings froom congestion restrictions performed by various institutions.
