eng Charging for External Costs Everything, what people do, bears costs and transport is not in this regard the exception. Some costs are easily identifiable and clearly associated with transport. Other costs we do not usually realize and they are included into the transport price only partly or not at all. These costs may have on the local level only a small effect, but in the aggregate for the whole mankind their cumulative effect is significant. It is possible to include among them the costs associated with impacts on human health and the environment, the costs associated with traffic accidents and congestions. In connection with these costs we talk about so-called externalities, which are not in most cases reimbursed by their real originators.
