Takový způsob spolupráce je nazýván jako Public-Private Partnerships (PPP). Na základě zkušeností z různých států světa lze PPP považovat za efektivní způsob dosažení vyššího zhodnocení prostředků vložených do různých typů infrastrukturních projektů. Projekty PPP jsou s výhodou využívány i v celé řadě evropských států. V zahraničí však lze najít i příklady neúspěšných projektů. Snaha o zapojení PPP do realizace projektů dopravní infrastruktury je zakotvena i do koncepce dopravní politiky ČR pro období 2014 – 2020. Využitím PPP v rámci těchto projektů přechází část rizik spojených s projektováním, investováním, výstavbou a provozem nově vzniklé dopravní infrastruktury na sektor soukromý s cílem minimalizovat deficit státních rozpočtů a stimulovat ekonomiku. Článek shrnuje trendy v oblasti využívání PPP v rámci projektů a diskutuje možnosti realizace PPP projektů v ČR. partnerství veřejného a soukromého sektoru; dopravní infrastruktura; projekty dopravní infrastruktury; financování projektů dopravní infrastruktury
eng Employment of PPP as an innovative approach to implementation of transport infrastructure projects in the Czech Republic The member states of the European Union (EU) and the EU institutions have increasingly been using public-private partnerships (PPP) to accelerate the development of (ambitious) infrastructure. Based on experience from other countries PPP can be considered an effective way to achieve higher appreciation of funds invested in various types of infrastructure projects. Some countries have adopted PPP due to fiscal deficit, budgetary pressure, demand-supply gap, and inefficient public services. The experience of other countries confirms the advantages of using PPP for operational efficiency, innovative technological and management skills, and more active involvement of private players in public services. However, examples of failed projects can be found abroad as well. Efforts to include PPP in transport infrastructure projects are a part of the Transport Policy of the Czech Republic for 2014 – 2020. By using PPP within these projects, some of the risks associated with design, investment, construction and operation of the new transport infrastructure pass to the private sector in order to minimize state budget deficits and stimulate the economy. This paper summarizes trends in the use of PPP in projects within EU and discusses options for implementation of PPP projects in the Czech Republic. public-private partnerships; transport infrastructure; infrastructure project; funding
